[103-C5] Consensus: Create a Security subcommittee, with Mark Davis as chair, to decide on the constitution of the identifier and confusables list.

[103-A14] Action Item for Rick McGowan: Make a Security Subcommittee mail list for security issues including discussion of Unicode Technical Report #36: Security Considerations for the Implementation of Unicode and Related Technology and add the following people to the list: Mark Davis, Michel Suignard, Asmus Freytag, Ken Whistler, Mike Van Riper, Deborah Goldsmith, Lisa Moore.

U+037D GREEK SMALL REVERSED DOTTED LUNATE SIGMA SYMBOL
U+04CF CYRILLIC SMALL LETTER PALOCHKA

Moved by Mark Davis, Seconded by  Lisa Moore

7.5 for (Adobe, Apple, Basis, IBM, Justsystem, Microsoft, Oracle, Sun)
1 against (UC Berkeley)
2 abstain (Sybase, Verisign)

Motion 103-M2 carries.

Note, May 25, 2005: After the meeting it was discovered that LATIN SMALL LETTER A WITH STROKE and LATIN SMALL LETTER T WITH DIAGONAL STROKE at codepoints U+2C65 and U+2C66 overlap with two characters approved in February (U+2C65 LATIN CAPITAL LETTER H WITH DESCENDER and U+2C66 LATIN SMALL LETTER H WITH DESCENDER as per Consensus 102-C10). These two characters should thus be encoded elsewhere. Ken Whistler has recommended U+2C6B for LATIN SMALL LETTER A WITH STROKE and U+2C6C for LATIN SMALL LETTER T WITH DIAGONAL

[103-C6] Consensus: As soon as the six lowercase characters (103-M2) are included, the UTC will adopt D1 of document L2/05-076 as a stability policy. The effect of this stability policy is that whenever we add uppercase characters in cased scripts, we need to add the corresponding lowercase characters.

D1. For all strings S containing characters only from Unicode Versions A and B toCasefold(toNFKC(x)) under version A is identical to toCasefold(toNFKC(x)) under version B.

[103-A20] Action Item for Asmus Freytag: Present the new casing stability policy in the WG2 liaison statement, and request that the casing stability policy be added to the WG2 Principles & Procedures.

[103-A25] Action Item for Asmus Freytag: Ask Michael Everson to provide a font for the six lowercase characters accepted in motion 103-M2.

[103-A28] Action Item for Asmus Freytag, Editorial Committee: Create a file for normative name alias and document the property in the next version of Unicode. Add the canonical name as a comment. See 103-C7. [L2/05-096, L2/05-137]
